How and why did the celebration of this day?

"The International Day of Disabled Persons on 3 December each year is to help understand issues related to disability, the rights of persons with disabilities and the benefits to be derived from integration of these people in every aspect of political, social, economic and cultural life of their communities. The Day provides an opportunity to promote activities aimed at achieving the goal of full and equal enjoyment of human rights and participation in society of people with disabilities, established in the Programme of Action concerning Disabled Persons adopted by the General Assembly of the United Nations in 1982. "
